TN: Difficulties Tracking Sex Offenders in Knox Co.

KNOXVILLE (WATE) -- There are 250 registered sex offenders living in Knox County. But police say tracking them after they're released from prison is often a losing effort. The question is, why is tracking them so difficult?
Paul Johnson served an eight year prison sentence in California for raping his own daughter. Now, he's back in jail doing six months for failing to register his new address in Knoxville.
For the Tennessee Bureau of Investigation (TBI), Johnson is one of a growing number of convicted sex offenders choosing to call East Tennessee home.
