MA: Board: Sex offenders skirt list.

BOSTON - About half the state's estimated 18,000 sex offenders are breaking the law that requires them to put their names and addresses on a statewide registry.
The Sex Offender Registry Board has compiled "good addresses" for only 8,000 to 10,000 convicted sex offenders, said spokesman Charles McDonald.
The state doesn't know the whereabouts of up to 10,000 others. Some of those convictions date back more than 20 years.
Ann Dawley, chairwoman of the registry board, said the board tries to track down the most recent offenders, who are deemed more likely to commit another sex crime.
"Is it a concern that there are offenders who we haven't had contact with? Yes, but we are more concerned with those who have had the most recent contact with law enforcement," she said.
