WA: State Patrol has new sex offender tracking method.

OLYMPIA -- The Washington State Patrol has a new way to track registered sex offenders and kidnappers who fail to notify law enforcement agencies that their addresses have changed.
The addresses contained in the patrol's database will now be regularly compared with the U.S. Postal Service database of forwarding addresses to detect discrepancies.
"The result will be improved public safety by informing the public when offenders move into their neighborhoods and will prevent unauthorized offenders from moving into restricted areas," Chief Ronal Serpas said Wednesday.
The patrol is responsible for maintaining a central registry of sex offenders and kidnappers, who must report any change of address to the supervising law enforcement agency.
