MA: State sex offender list faces delays.

As child abductions in California and Utah have focused national attention on
suspected sexual predators, the Massachusetts agency that monitors newly
released sex offenders had not notified police or his neighbors that Paul J. Leahy is
a convicted rapist.
Leahy's name is buried in a backlog of 17,000 offenders awaiting classification at the
Massachusetts Sex Offender Registry Board, which is responsible for alerting local police and
area residents to former inmates considered most likely to commit another sex crime.
